Abstract
Digital web search systems are key infrastructures ofthe information society. They influence access toknowledge, public discourse and political participation.Yet their development is mostly driven by commercialinterests and opaque decision-making. To addressgrowing concerns about transparency, fairness anddemocratic control, the Open Search Foundation initiateda collaborative process to explore the ethical dimensionsof web search. This article presents one result of thisprocess – a Charter of ten guiding principles that aim toarticulate normative reference points for a Public-InterestWeb Search Infrastructure.
